Bayfront Paper District Project
Partners serves as the Certified Professional for the City of Sandusky on a Round 2 Clean Ohio Revitalization Fund project, known as the Bayfront Paper District Project. As the CP for this project, Partners is providing all services necessary to prepare and submit a NFA to the Ohio EPA. Included in the effort has been the completion of Phase I and II Property Assessments, polychlorinated biphenyl (PCB) remediation, LBP inspections and abatement oversight, inventory and disposal management of all hazardous wastes and the preparation of specifications and oversight of all ACM abatement activities. Most notably, Partners developed a methodology to detect a false positive that had presumed certain materials as ACM. Through disproving this suspect material, Partners saved the City several hundred thousand dollars in abatement costs. Partners conducted inspections, provided contractor oversight and conducted clearance sampling in each work area. Partners also provided critical technical input when previously undetected asbestos was discovered and the contractor attempted to present a large change order. Partners’ oversight minimized the contractor’s change order, saving the City over $50,000.
