Third Party Review: Residential Redevelopment

Former Gasoline Station

Partners reviewed various environmental documentation associated with redeveloping a former gasoline station to residential development. Gasoline sales were conducted from the late 1950s through the late 1990s. A release of petroleum hydrocarbons was reported in 2010 based on the results of a Phase II investigation conducted during a prior acquisition. The release received No Further Action (NFA) from the state regulatory agency based on additional site assessment activities and the site being used or commercial purposes. The soil vapor to indoor air pathway was not part of the assessment activities leading up the release receiving NFA status.

The soil vapor to indoor air pathway was identified by Partners as a gap based on the proposed residential development. Partners was instrumental in discussions with the developer that required additional site assessment activities to evaluate the potential for vapor intrusion. The results of the additional assessment confirmed a potential exists for vapor intrusion; thereby, requiring the installation of an active sub-slab depressurization (SSD) system in conjunction with a vapor barrier. The additional engineering controls will ensure the future residents are not exposed to petroleum hydrocarbon vapors.
