Clean Ohio Assistance Fund (COAF)

The Ohio Department of Development recently awarded Cuyahoga County a Clean Ohio Assistance Fund (COAF) Grant for demolition and remediation of the property located at 9431 Lorain Avenue in Cleveland, Ohio (Property). The County, through a partnership agreement with the Development Partner, Emerald Alliance (a joint collaboration between Cleveland Housing Network [CHN] and Emerald Development and Economic Network [EDEN]) will complete the remediation and demolition activities at the Property. Partners on behalf of the County and Emerald Alliance, prepared the COAF grant application. The total grant award is $656,272.00.

Partners performed all of the environmental site assessments and prepared the related environmental reports including the remedial action plan. Partners is providing environmental consulting and Certified Professional services associated with administering all remediation and demolition activities under the COAF grant and achieving a No Further Action Letter for the Property. Upon completion of the remediation activities, Emerald Alliance will develop the Property into a 40-unit permanent supportive housing complex, which includes 37,575 square feet of apartments, on-site social services, community rooms, and a 24-hour staffed front desk.
