Dan B. Brown, CP, CPG | President

Mr. Dan B. Brown, CP, CPG is the founder and President of Partners. He is responsible for business development and senior project oversight. Mr. Brown directs regulatory negotiations regarding Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA [Superfund]), Resource Conservation and Recovery Act (RCRA), Ohio Voluntary Action Program (VAP), Bureau of Underground Storage Tank Regulations (BUSTR) and other programs. He has often provided expert testimony services and environmental program development services to both regional and national corporations. Mr. Brown has maintained his credentials as a Certified Professional (CP) since the inception of the VAP, directing work on various brownfield projects, including the issuance of No Further Action (NFA) Letters and the receipt of Covenants Not-to-Sue (CNS). Having served as a project manager, senior project manager, senior hydrogeologist, and senior program manager on numerous projects, Mr. Brown has acquired a vast amount of knowledge and experience in the areas of remediation, brownfields, due diligence, and expert services.

Mr. Brown holds a Bachelor of Science degree in Geology from Fort Lewis College in Durango, Colorado. He is a Certified Professional (#127) under the Voluntary Action Program, a Certified Professional Geologist (CPG, #9270), and is affiliated with numerous organizations. In addition, he is also a past Council President of Orange Village, Ohio.

 

John T. Garvey, CP, PG, CPG | Vice President, Brownfield & Remediation Services

Mr. John T. Garvey, CP, PG, CPG, is the Vice President, Brownfield & Remediation Services for Partners Environmental Consulting, Inc. For Brownfield related projects, he is responsible for senior project oversight, project quality and development of technical staff. He provides expertise in the areas of due diligence, site assessment, contaminant fate and transport, risk assessment and assisting clients in managing the difficulties unique to brownfield redevelopment projects. He has provided expert testimony and consulting for litigation relating to chlorinated solvent and petroleum releases, Phase I ESA appropriate inquiry, and groundwater resources cases. Mr. Garvey was an invited participant in the Voluntary Action Program (VAP) five (5) year rule review/revision process and has been active as a Certified Professional (CP) in the VAP as a member of the workgroup preparing the vapor intrusion guidance for the Ohio Environmental Protection Agency (Ohio EPA).

Mr. Garvey holds a Bachelor of Science degree in Geology from Edinboro University, and a Masters of Science (MS) degree in Engineering Geology from the University of Akron. He is a Certified Professional (#118) under the Voluntary Action Program; a Certified Professional Geologist (CPG #9639); and a Professional Geologist (PG) in the Commonwealth of Pennsylvania (PG-001383-G).

 

John H. Crawford, PS | Vice President, Due Diligence & Land Development Services

Mr. John H. Crawford, PS is Vice President, Due Diligence & Land Development Services for Partners. He has 25+ years of experience in private and public land development, surveying and transactional Due Diligence. In addition to being highly versed in the area of Due Diligence, including, Environmental, Natural Resources, and Land Surveying, he is also highly experienced in performing ALTA Land Title Surveys, Boundary, Topographic and Hydrographic Surveying, Construction Layout, Right of Way Development and Design, Federal Emergency Management Agency (FEMA) Flood Plain Management/Surveying, Forensic Surveying/Consulting, Zoning Support and Precision Millwright Layout and Calibration. Mr. Crawford has, over the past 25 years, performed over 7,500 ATLA/ACSM Land Title Surveys and has worked on development projects ranging in size from just a few acres to over 76,000 acres, and corridor surveys and environmental assessments from a single mile to over 200 miles. His experience is evenly split between residential, commercial and industrial transactions and development. Mr. Crawford has worked on large multi-site portfolios for large and small retail clients as well as large scale utility grade wind and solar farms, oil, gas and electric midstream and transmission corridors. While the majority of his work has been on the private side of development, he has been highly involved with numerous public roadway, highway and public improvement projects over the past 25+ years.

Mr. Crawford is a Registered Professional Land Surveyor (PS #7826) in the State of Ohio. He is also a certified Hydrographic Surveyor and previously served as a Consultant to the State of Ohio Board of Engineers and Surveyors Expert Panel from 2005 through 2010.

 

John B. Chapman, PG | Technical Director

Mr. John B. Chapman, PG is Technical Director for Partners. He has a Bachelor of Science degree in Geology and a Masters of Science degree in Environmental Geology, both from Ohio University. Mr. Chapman conducts and manages Phase II subsurface investigations and remedial activities implemented at sites regulated by the United States Environmental Protection Agency (U.S. EPA), Nuclear Regulatory Commission (NRC), the Ohio Voluntary Action Program (VAP), Ohio’s Bureau of Underground Storage Tank Regulations (BUSTR), and the Ohio Environmental Protection Agency (Ohio EPA). He is also responsible for managing large site assessments and remedial projects in various states, including, but not limited to, technical review, budget management, agency negotiation, and Client interaction. To date, Mr. Chapman has provided over 500 third-party reviews for environmental projects located throughout the United States and Puerto Rico; in addition to performing and overseeing the successful completion of residential, commercial, and industrial Phase I Environmental Site Assessment (ESA) projects.

 

Carl O. Brondel, CHMM, REM | Director, Environmental, Health & Safety Services

Mr. Carl O Brondel, CHMM, REM is Director of Environmental, Health & Safety Services (EHS). He has over 25 years of corporate level EH&S experience and brings an unmatched skill in risk management and insurance program development. Mr. Brondel has a Bachelor's Degree in Biology; and is a Certified Hazardous Materials Manager (CHMM) and Certified Registered Environmental Manager (REM). He is responsible for all technical and staff management for the EH&S practice area, including handling the asbestos, lead, mold, radon and industrial hygiene work.

 

Brian Jacot, PE | Director, Business Development Northeast

Mr. Brian Jacot, PE is the Director, Business Development for Partners. He has over 38 years of diverse EHS consulting and professional engineering experience. Mr. Jacot provides strategic management and advisory consulting services to executives, managers, investors, and the legal community primarily in the areas of CERCLA liability, RCRA programs, mergers and acquisitions, and global initiatives.

 

Rick D. Vince, CP | Associate Director, Brownfield & Remediation Services

Mr. Rick D. Vince is the Associate Director, Brownfield & Remediation Services and a VAP Certified Professional with Partners. He coordinates field activities for Phase II property assessments, UST closures/cleanups, Ohio Voluntary Action Program (VAP) / Clean Ohio Revitalization Fund (CORF) / Clean Ohio Assistance Fund (COAF) brown field redevelopment projects, solid waste landfill redevelopment projects.

His project experience has included subsurface site investigations and assessments for major oil companies’ sites, including project management and oversight of UST closure activities, plume delineations, remedial options and soil/groundwater system installations for sites ranging from corner gas stations to multi-million gallon bulk terminal facilities. UST projects have included production of reports in compliance with Ohio’s Bureau of Underground Storage Tank (BUSTR) regulations, conducting free product recovery (FPR), preparation and implementation of Remedial Action Plans (RAPs), groundwater monitoring, and coordination/filing claims with the Petroleum Underground Storage Tank Release Compensation Board (PUSTRCB). Other contaminants of concern for subsurface investigations of non-UST related industrial and commercial properties have included organics, solvents, PCBs and metals.

 

Stephen Valentine, CIH | Associate Director, Safety & Industrial Hygiene Services

Mr. Stephen Valentine is the Associate Director, Safety & Industrial Hygiene Services for Partners. Mr. Valentine is a Certified Industrial Hygienist (CIH) with more than 25 years of experience in industrial hygiene and safety management. His time has been split between both general industry and construction consulting (22 years) and safety management (3 years) in general industry. Mr. Valentine has a solid understanding of safety and health program implementation at the corporate levels, and all the way down to the local facility operations. His role as the Director, Industrial Hygiene and Safety, includes senior/principal level safety and health consulting services, management of EHS outsourcing, coordination of the professional safety and health staff, and management of strategic projects and project deliverables.

 

Robert A. Walters, PE | Associate Director, Compliance Services

Mr. Robert A. Walters is the Associate Director, Compliance Services for Partners. Mr. Walters has 30 years of experience in environmental consulting and engineering, assisting clients ranging from small manufacturers to Fortune 50 multinationals by applying proactive, cost-effective, and value-enhancing environmental solutions. In his current role, he directs a team of engineers, geologists and environmental scientists to deliver Partner’s full range of environmental services including compliance assessment / implementation / management; site assessment and remediation; environmental management systems; and sustainability program support. He holds a B.S. in Chemical Engineering and is a licensed Professional Engineer in three states.

 

Peter Baty | Associate Director, Mergers & Acquisitions Services

Mr. Peter Baty is Partners Mergers & Acquisitions Services Leader. He has over 20 years of environmental consulting experience, primarily advising on global M&A transactions for both private equity and strategic buyers/sellers across numerous business sectors. Mr. Baty specializes in providing environmental and sustainability strategies to help clients make informed decisions about their transactions, developments, operations, and varied environmental projects.
